The WC Rows are generally reserved for guests with disabilities who need an easily accessible seat at the arena. These seating rows are usually located right near the entry tunnel and require no stairs to get to and from the seats. Folding chairs are set up on a flat surface, but can be easily moved to accommodate space for a wheelchair.
